After completing our research we made the following proposal to the customer. We would create a fully redundant system, using hearbeat as a failover method. Because cost was an issue, a shared drive array was out of the question. DRBD would provide the redundancy over a crossover network link. For bare metal recovery (e.g. in case of a catastrophic hardware failure) mondo would be used to create a bootable recovery disk for each system image. Since the administrator of the network is inexperienced and the customer didn't want pay us a monthly administration fee, we opted to use SuSE OpenExchange. OpenExchange has a nice web administration interface for creating and maintaing accounts and other administrative tasks. A somewhat competent Windows administrator can manage all the services through the web interface.
